VICE PRESIDENT PROGRAMS

SUMMARY

The position of Vice President Programs has direct responsibility for the youth and family services programs of the agency. These programs are administered through the Director of Residential Services and the Director of Camping Services along with other personnel at the regional program sites and offices. The Vice President Programs works in close cooperation with the President, Executive Vice President, and other Main Office Department Heads to provide quality services to the youth and their families.

The Vice President Programs is directly responsible to the Executive Vice President and is a member of the Main Office administrative team.

This position is not eligible for overtime pay.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties and responsibilities are given as examples of the various types of work performed in this position.  Other duties and responsibilities may be assigned.

  1. Ensures that all programs and services operated by the Youth Ranches meet licensing, accreditation, and other applicable standards and are in line with policies set by the Youth Ranches Board and the President.
  2. Serves as Staff Consultant to the Youth Ranches Program Committee and works to cultivate interest and maximize the contribution each committee member makes to the Board and the agency.
  3. Provides coordination and works toward a positive and supportive relationship between the Department of Programs and Services and other Departments in the Youth Ranches organization.
  4. Recruits, hires, and supervises Department of Programs and Services staff in the Main Office, Director of Residential Services, Director of Camping Services, and other staff as assigned.
  5. Provides overall coordination and oversight for all Fees for Services, Contracts, and other program-generated revenue sources on a statewide basis.
  6. Oversees the Youth Ranches Client Information System (CIS). This includes ensuring the CIS remains operationally functional; providing reports and analysis as required for internal and external use; ensuring training for Program staff on the use of the system; coordinating with the computer services department on hardware and software operations; and regularly evaluating the need for system modifications and upgrades in order to keep current with technological advances.
  7. Performs program fiscal duties including budget preparation, monitoring of expenditures and revenues, and ensuring that the best use is made of Youth Ranches resources.
  8. Develop new programs and services on a statewide basis.
  9. Develops, coordinates, distributes, and ensures training of all Department of Programs and Services policy and procedures.
  10. Provides overall coordination of relationships between the Youth Ranches and outside agencies (state agencies as well as other private agencies and payers for services such as lead agencies for child welfare services).
  11. Works closely with Finance/Accounting Department and other Department Heads regarding the design and construction of new buildings for program purposes.
  12. Represents the President or Executive Vice President, as requested, on national and/or state associations. This includes representation at meetings, board service and other functions as directed.
  13. Ensures that all Programs and Services staff are aware of their duties in the areas of donor relations and works closely with the appropriate Department Heads to coordinate efforts with donors, Sheriffs, Board members and other public associations.
  14. Works with program staff to ensure grounds, buildings and vehicles are kept attractive and well maintained and that the Youth Ranches facilities look good and “feel good” to visitors and guests.
  15. Provides risk management oversight for all assigned areas of supervision.

EDUCATION AND EXPERIENCE REQUIREMENTS

The person filling this position must possess a Master’s Degree from an accredited college in one of the behavioral sciences, preferably social work. The Vice President Program must have at least eight years in the field of child welfare, with at least three years in direct residential group care. A minimum of five years supervisory experience is also required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

To perform this job successfully, an individual must be able to perform each area of responsibility satisfactorily. The requirements listed are representative of the knowledge, skills, and/or abilities required.

  1. Must possess a thorough knowledge of all phases of group childcare and camping processes. This involves principles, methods, standards of services, organization, laws pertaining to group childcare, foster care and adoption, camping operations, budget management, personnel management, training and supervision of personnel, and the organization and maintenance of records.
  2. Must have the ability to establish working relationships with Youth Ranches staff and outside public associations.
  3. Must have skills in public relations, image building, and developing esprit de corps.
  4. Must have the ability to speak and write effectively and communicate in a clear, concise manner.
  5. Must possess a comprehensive background in group childcare treatment modalities.
  6. Must have the ability to generate timely, accurate, and progressive statistical reports for Youth Services.
  7. Must be an active learner in the field of youth and family services and related fields.
  8. Must have the ability to travel extensively in connection with duties.
  9. Must have the ability to read, analyze, and interpret the most complex documents; ability to respond effectively to the most sensitive inquiries and complaints; ability to make effective and persuasive speeches and presentations.
  10. Must have the ability to work with mathematical concepts such as probability and statistics; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  11. Must have the ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret extensive variety of instructions; ability to deal with problems involving variety of situations.

While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear and reach with hands and arms. The employee may occasionally lift and/or move objects weighing up to 10 pounds. Specific vision abilities required by this job include close, distance, color, peripheral, depth perception and the ability to focus.

WORKING CONDITIONS

The Vice President Programs must be willing and free to travel as necessary; work is generally performed in an office environment. There are no special conditions.

BASE SALARY

$75,000 Annually.
